The Assembly of Representatives: it is constituted on a quota principle and observes the ‘Employers, state, insured persons’ tripartism.
The Assembly of Representatives adopts, supplements and amends the regulations for the NHIF set-up and activity; elects and releases members of the Board of Managers and the Audit Council, determines their remuneration and adopts rules for their work; adopts rules for conducting a competition for the position of a director of NHIF; approves the draft law on the NHIF Annual Budget; approves the annual financial statements, the budget execution report and the report on the NHIF activity; releases of responsibility the Board of Managers for the corresponding accounting period.
The Board of Managers (BM): it consists of 9 members elected from among the members of the Assembly of Representatives or out of it.
The Board of Managers elaborates and submits for adoption by the Assembly of Representatives Rules for conducting a competition for a director of NHIF, conducts the competition and the chairman of the Board of Managers signs a contract of management with the competition winner for a three-year period; specifies the requirements for holding the position, the rules for conducting competitions and throws director posts for RHIF open to competition; appoints representatives who, together with the director of NHIF, participate in the negotiations for elaboration and amendment of the National Framework Contract; signs the NFC together with the director of NHIF; exercises control on the director’s operative work on execution of the budget, the NFC and on the NHIF operation; adopts resolutions on expending resources from the NHIF reserve for additional health insurance payments; adopts resolutions on internal redistribution of funds for administrative expenditures and for expenditures for acquisition of fixed tangible assets within the frame of the budget approved by the NHIF.
Audit Council (AC): it consists of 5 members who are members of the Assembly of Representatives.
The Audit Council exercises general control over the activities of the BM, the NHIF director and the RHIF directors.
One and the same person shall not be a member of the BM and the AC at a time.
The NHIF operative management:
Represents NHIF in the country and abroad;
Organises and manages the NHIF activities in conformity with the law, the regulations for the NHIF set-up and activity, the resolutions of the Assembly of Representatives and the Board of Managers, and with the contract of management;
Organises the holding of competitions for directors of RHIF;
Submits a draft law on the NHIF annual budget to the BM;
Signs deals to the amount specified in the Regulations for the NHIF set-up and activity; offers to the BM a solution for deals exceeding this amount and a solution for using funds from the NHIF reserve;
Together with the BM works out draft Regulations for the NHIF set-up and activity;
Draws up a report of the budget execution and a NHIF activity report, and submits them to the Board of Managers.
In his/her work four deputy directors assist the director of NHIF: of financial activity, medical activity, medicines and control, and information technologies.
